Add code to SN to redirect incoming SC, SP, IP3K connections to test.sn if their versions are in the 7.5+ range.  IP3K specifically will need some new hacks to not remember serv$IP right after connecting to serv1.  We'll re-use this code later with more complexity for the datacenter scaling stuff.
