The available alarm sound options are a bit of a mess.  All of the sounds should really be a function of the installation of the "sounds and effects" app.

We should consider having a handful of built-in sounds that work regardless of network connection, and we need to make a clearer distinction between sounds that depend on having a good network connection and sounds that don't.

Also, the order/emphasis of the list of sounds should be revisited.
