help text not sliding off screen when using scrollbar

This works properly when dragging the menu up and down via the body of the
window, but when using the scrollbar on the right strange things happen to the
header widget help text

This issue is back with r8075 in Screensaver settings menu's.

Text does not scroll properly when using the slider bar.  Also, if I scroll down via swipe, then use slider bar the text completely disappears, but then re-appears on swipe.
