Mute should stay muted unless there is user volume intervention

Currently the device can be unmuted in certain circumstances, such as when manually switching tracks or playing a new track (and sometimes spontaneously). The intended behavior of mute is that nothing other than volume manipulation or pressing unmute will return the volume to it's original state. A special case is alarm playback. When an alarm goes off, audio will play at the saved alarm volume, regardless of the mute state.
