As we approached the fab4 MP deadline a few months ago, several last-minute bug fixes resulted in changes to the setup flow.

The document/spec has never been revised to reflect these changes, so technically we have a problem with the product behavior not matching the spec.  And this is a big feature, so someone needs to tackle this...
