If SB server isn't running, Tray Tool keeps claiming an update is available

I can keep running the same server update installation over and over again and the Tray Tool will keep showing that an update is available. Combined with the way the installer provides no feedback following an installation, a user might do this forever.
I've seen that happen a few times too, but don't know how to diagnose it. Michael what if anything do need QA to do to track this down?
Jim - whenever you report any issue, please define which one of your systems this is. I assume you're using some of the command line prefs or changed the cache folder? I would expect to happen this only if the cache folder changed.
Whhhheeeeeee...... Yes, the cache folder is changed. Don't you even try to anticipate such changes? Your system permits such changes by definition. Support them.
this is an administrative shuffle on priority fields to help make better judgment on the top end of the priority list. P4->P5, P3->P4, and P2->P3.
