on 7.4.0 r7210 the sound effect volume does not change. The slider is working but volume never changes. 

There is even no sound after shut down (in menu) and startup. 

Maybe somhow related to bug 13554

in in 7.4.0 r7259 volume does work.

this is an administrative shuffle on priority fields to help make better judgment on the top end of the priority list. P4->P5, P3->P4, and P2->P3.
