Using Windows Home Server, removed previous WHS package (28198) and started installing 28225. Got error that installer was unable to overwrite/replace cygwin1.dll, socketwrapper.exe, and sox.exe as they were in use or access denied.

Was able to RDP in and rename the files (although NOT delete them) and continue installation.

Possibly 28198 did not remove files properly?

Sounds odd, but this most likely is a dupe of bug 10917: it has nothing to do with the build or the installer or the WHS. But SC sometimes doesn't close helper applications used to transcode some file formats. 

I guess you've been playing ogg or wav or aiff files before uninstalling SC, but without rebooting the server. This left some files running which then could not be removed/replaced by the installer.
