Turn off power amplifier when in 'off' state, and perhaps when no action on UI for a long time

We should turn off the power amplifiers when 'off', and probably also when there is no activity for a long time. Probably no need to turn off the DAC since it consumes almost no power anyway. On battery power, we may want to be more aggressive with the time before turn-off, as a tradeoff for battery life vs. the small pops you get during on-off-on transitions.
Richard notes that if this doesn't just happen, it will get pushed to a more distant target. Of course it should get done by the time we start shipping batteries.
This will be fixed as part of 12419.
