Missing Scandinavian characters in alphabetic list

Created attachment 5587 [details] Screenshot of missing "Ø" and the same letter displayed fine at the bottom of the list In 7.4-28065 when I browse Artists, the alphabetic list of letters at the top does not display the Danish character "Ø" (and, presumably, not "Æ" and "Å" either). Instead, I see the "question mark in a diamond". In the list of artist names (and, I think, everywhere else in the UI), the letters display fine. See attached screenshot.
QA to verify - James has tracks to test with
this is an administrative shuffle on priority fields to help make better judgment on the top end of the priority list. P4->P5, P3->P4, and P2->P3.
QA confirmed, Micheal is this yours to look at?

dupe of bug 13600 - non-latin characters aren't sorted properly. The pagebar is built from the sortname values. *** This bug has been marked as a duplicate of bug 13600 ***
