perl510 error

Attempting to upgrade from 27954 to 28073 I see the attached error.

Attempting to UNinstall once that error happens, I get the same error box and
am prevented from uninstalling

bad build? Can you reproduce this on any machine? Is that file still available for download somehwere?

Let's try a new build. Don't know if there's anything we can do.

Just checked 28076, same thing happens.  i'll check another windows vista build and see what happens.

Fixed, the build was just configured wrong.
