Microcontroller does not send IR repeat codes properly

Using the IR remotes from SB3 and Boom to adjust Baby volume, adjustment can jump around from 1 step to as many as 3. i.e. ajusting volume UP from level 5 can immediately jump to level 8 with a single IR volume button press. Happens on both SC and MySB r6826
Toby: can you verify with the latest Baby Firmware? we have done alot of work to improve the Volume in this firmware.

In fact, there is a new issue (to me anyway): Boom remote: press & hold Volume button (Up or Down) volume adjustment does does not "slide" continuously as expected. Holding the Volume button down moves the volume only TWO steps then stops. SB3 remote works fine for this. Press & hold Volume button (Up or Down) continues the volume "slide" as expected until you release the Volume button. Sorry for the non-technical terms, it's the best I can do. :)

Okay, there are 2 bugs. First is in the APP, where a single IR event causes multiple volume steps. I filed Bug #13396 to track that issue. This issue is that the Boom remote does not send repeat codes to the app. Changing the title to make it clear which is which.
