1. Investigate possibility for context menu popup to center inside viewable area.  A min of two options visible would center vertically top/bottom.

2. The alternative is to have a fixed height (top edge anchored) on screen and grow items below until reaching a MAX.  After MAX ht. scroll bar is added.

We already do the alternative. Centering the menu with a smaller height would be nice but does not qualify as a P1

this is an administrative shuffle on priority fields to help make better judgment on the top end of the priority list. P4->P5, P3->P4, and P2->P3.

The 'UI' component is being removed.  This bug is being shifted to the appropriate new component.
