10BT Does not work in redboot.

Maurice and I tracked this down to the FRCONT bit in MIIGSK_CFGR not being set.

This bit needs to be modified depending on whether the PHY is in 10BT or 100BT mode.

When in 100BT mode, it needs to be set to 0.  When in 10BT mode, it needs to be set to 1.

Having discussed with Caleb, we don't need to support 10baseT in redboot.
