Behavior seen on Welcome screen.  Bottom padding too large.  Appears roughly double top padding.

this might be minor but if it's seen during setup it's an MPQ bug

r6347 has 8px top and bottom padding, 10px on the left, 5px on the right. This is as specified in the guidelines.
