Ogg stream support, with metadata

this is an administrative shuffle on priority fields to help make better judgment on the top end of the priority list. P4->P5, P3->P4, and P2->P3.
Remembered last night while trying to play my favorite Ogg stream that this still needs done! Also Baby crashed while playing it. :(
Richard, decode_vorbis_read has an XXXX comment about OGG_STARVED, I think this is why radio doesn't work right. Were you planning to fix this or should I look at it? Test stream: http://www.sofaspace.net/stream.ogg.m3u
