done and checked in. there is now a setting for Settings->Advanced->Date&Time->Short Date Format

further, Dot Matrix clock only uses this to determine whether the user has selected a format that uses day first or month first, then hard codes it to either DD.MM.YYYY or MM.DD.YYYY respectively.
