A non-intuitive error dialog (abort/retry/ignore) comes up if you try to run the installer while the 7.4 control panel is up on Windows.

Closing the control panel lets you retry successfully.

Non-intuitive? _Any_ Windows user knows what this means. Where have you been living?!?

Let me kill that process before installing.
