So that the real world behavior of FW upgrade can happen, have the SN for fab4 do a version comparison when a fab4 does an update. I think inSetup should still be respected if it is set true.

Confirmation steps once this is done: Complete setup up until the FW upgrade page. Restart at that point (prior to selecting the update). This turns inSetup off. You should still see the FW update page when you restart, and the update should work.
