I've added some optimizations in the noweb-sqlite branch where PerfMon code is only loaded and run if --perfmon or --perfwarn is run.  This means you can no longer enable/disable it at runtime via the plugin.  The plugin should be updated to reflect this, or come up with another way to do it.

Fixed by removing Health plugin and replacing with lightweight version of perfwarn supported from command line only.
