SetupWelcome is freed on a back from the welcome screen (since it was the only tied window for the setupwelcomeapplet) which disables the "esacpe safeguards", so things light LR swipe and regular hold back will incorrectly allow you out of setup. 

I haven't come up with the right solution for this yet....
