qwerty vs. qwertz vs. azerty etc.

This but is only about the basic layout, not non-ascii characters etc.

Here's a summary of how this works:

1. During Setup, user chooses language.
2. Choosing language also choose keyboard layout for that language.
3. When entry of characters required during Setup, keyboard layout for that language is shown.

Table of language to keyboard layout is in link above. Interesting exception is Russian, which default to QWERTY during Setup screens and JCUKEN layout otherwise.

DE and PL get QWERTZ
all else get QWERTY
