With the removal of the up/down arrows from the touch skin the top and bottom padding should be moved in-line with the Remote spacing.  See Remote 3 option w/ SB guideline for correct height.

fixed in r4985. 

Noah, I ended up using scrollbar_whole.png for the background image instead of the three tiled assets because the _t and _b assets have a slightly different transparency than the middle...looks good with _whole though, so I'm just going with that.
