Checkbox on the alarm page.  Could apply to SC too.

How about putting a bit of "silent" content up SN, e.g. "Musical Sounds -> Silence". Then, in the SN alarms page allow the user to select a "Backup Alarm Sound", from any of the "Musical Sounds" content, one of which could be "Silence".
