If both links are down (ethernet and wireless), then we'll need a notice to the user that says so.

On classic UIs, we put a pop-up on the screen that says:

Ethernet appears disconnected
Please check your network connection 

or

Connecting to wireless network...

Both fade to black after some time of inactivity.

On Fab4 these should only appear if the user triggers has activity and no network is available.  The user should be able to back out and go to setup.

This is related to a controller bug too, and the fix need to work on both platforms.
