Information popups that provide help contain links which are impossible to click. An example of this is Settings > Advanced > Extension Downloader > Extension Downloader > i. The information screen contains a useful link to a forum which is impossible to click on because of the time-out of the mouse movement event from "i" onto the link.

Perhaps if help contains a link, the mouse over event on the help should prevent help from disappearing.
