When installing SC for all supported languages, the dialog box that appears asking for User Name and Password is always displayed in English.

OSX 10.5 > Sys Pref > International > Switch to target language.  All System menus change to the target language.
SC Installer is presented in the target language
Only the Security Dialog is in English

In general any application has to be restarted for the language change to take effect. The password dialog might be on a very low level which is only restarted when booted. I never noticed mine being English.
