Attaching a SBB with r18 firmware (factory image) does not upgrade to FW r33.  The boom will display 'firmware update 1 of 2' then reboot, and repeat.  

No firmware image is downloaded or written to the SBB

QA to retest.

I am unable to reproduce this error any more.  Updating boom from r18 on either production or test appears to work without an issue.
