By "unified", I mean that if I want to remove a menu item, move it up or down, change it's hierarchy, etc, there should be a simple one-click way to do this that affects all 3 UIs.  I don't mind if this editor only exists in the SC web interface.

I think we'll want something like this for 8.0  Let's discuss.
